The Anchoring Democracy Advocacy Movement Ghana (ADAM-GH), a civil society organization, has petitioned President-Elect John Dramani Mahama to suspend and dismiss the ongoing massive recruitment into the national security service and other agencies.
The petition, dated December 17, 2024, alleges that the outgoing New Patriotic Party (NPP) government is engaging in last-minute recruitment of party loyalists into the security services, just two weeks before handing over power.
According to ADAM-GH, the Narcotics Control Service has called 700 NPP party members to report to the Navy training school on December 18, 2024. The group claims that this recruitment is biased and aims to put the next government under financial strain.
ADAM-GH is calling on the President-Elect to abolish and dismiss the ongoing recruitment and open it up to all Ghanaians. The group also wants those already called to training to reapply and be scrutinized before starting training.

We are here by petitioning the president elect His Excellency Former president John DRAMANI MAHAMA to suspend and dismiss all the ongoing last minute recruitment taking place across most agencies and the security sector.
A confirmed information reaching the office of ADAM-GH today 17th December 2024 is that, Narcotics control service have called Seven hundred (700) New Patriotic party NPP party boys and girls who were vigorously campaigning for the NPP in the just ended December 7th General elections to report at Navy training school tomorrow 18th December 2024.
ADAM-GH called one Mr. Francis Opoku Amoah Director Public Affairs Narcotics Control Commission and he confirmed that the last minute recruitment is true but said it is above him and his Director General of Narcotics control’s power.
According to Mr. Francis Opoku Amoah of Narcotics control, they received clearance in January 2024 through the effort of the outgoing Interior Minister Hon. Henry Quatey but was unable to tell why they were not able to do such a massive recruitment until the party lost power and just two weeks to handover power whereby transition committees are about ending their job before inviting people to training centers.
Governance is continuity therefore it is just reasonable that the officials of this government at least show a sign of respect to their successor by holding on to taking such a major decision ahead of his/her assumption of office even if they have financial clearance. Doing massive recruitment of this nature two weeks to exit power is a clear sign of “Beast of Burden Syndrome” aiming to put the next government under serious financial struggle. This massive recruitment into most of the security service and some agencies at this period is mind boggling.
Why must the NPP after losing the election do such massive recruitment before leaving power?
What prevented the NPP from recruiting these huge numbers into the security service especially the police service, Ghana immigration service, Narcotics control service, Ghana fire service and Ghana Prisons service earlier before the elections if it is sustainable?
When was this recruitment advertised and when did they receive application, shortlist, screen, do medicals before calling them to training now?
We are therefore, petitioning you the president elect HE John DRAMANI MAHAMA to abolish and dismiss this bias recruitment ongoing and open it up for all Ghanaians and those called to training reapply and scrutinized before starting training if there is the need as a new government.
